აღიარეთ, რომ საქართველოს მთავრობა დემოკრატიულად აირჩია საკუთარი ხალხის მიერ და ლეგიტიმურად არის ხელისუფლებაში, ეძიეთ დიალოგი საქართველოში არსებულ ყველა პარტიასთან, – ამის შესახებ საქართველოს საკითხზე ევროპის საბჭოს საპარლამენტო ასამბლეაში (PACE) დებატებზე „ევროპელ კონსერვატორთა და პატრიოტთა“ (ECPA) ჯგუფის წევრმა, მალტე კაუფმანმა განაცხადა.

როგორც მალტე კაუფმანმა აღნიშნა, საქართველო ევროპის ნაწილია.

„ჩვენ განვიხილავთ საქართველოში არსებული ვითარების შესახებ ანგარიშს. საუბარია დემოკრატიის წინაშე არსებულ მწვავე საფრთხესა და კანონის უზენაესობის ეროზიაზე. თუმცა ჩვენ, „ევროპელ კონსერვატორთა და პატრიოტთა“ (ECPA) ჯგუფში მიგვაჩნია, რომ რეზოლუცია ძირითად პუნქტებში ძალიან შორს მიდის და ამიტომ უარყოფთ მას. საქართველოში არსებული ვითარება, უდავოდ ხასიათდება ღრმა პოლიტიკური და სოციალური დაძაბულობით, თუმცა განსაკუთრებით ასეთ ვითარებაში, ჩვენ გვჯერა, რომ შერიგებისა და დიალოგის ძიება უფრო მნიშვნელოვანია, ვიდრე ოდესმე.

ევროპის საბჭოს, როგორც ევროპაში დემოკრატიის, კანონის უზენაესობისა და ადამიანის უფლებების ცენტრალურ ინსტიტუტს, სწორედ ეს მიზანი აქვს. ის საკუთარ განიხილავს ფორუმად, სადაც სხვადასხვა ინტერესი, პოლიტიკური შეხედულებები და ისტორიული წარსული ხვდება ერთმანეთს და დიალოგის გზით აღწევს კონსტრუქციულ და მშვიდობიან გამოსავალს.

ზუსტად იმიტომ, რომ ევროპის საბჭო იცავს ადამიანის უფლებებსა და დემოკრატიას, ჩვენი მოვალეობაა, მოვითხოვოთ პოლიტიკური პატიმრების, ანუ მათი შეხედულებების ან კრიტიკული პოზიციის გამო დაკავებული ადამიანების გათავისუფლება. ჩვენ ამას საქართველოს მთავრობისგან ვითხოვთ. თუმცა, შემდგომი გარიცხვის ნაცვლად, პირველ რიგში, უნდა დავიცვათ საქართველოს დელეგაციის ევროპის საბჭოში დაბრუნება. მეორე – აღიარეთ, რომ საქართველოს მთავრობა დემოკრატიულად აირჩია საკუთარი ხალხის მიერ და შესაბამისად, ლეგიტიმურად არის ხელისუფლებაში. და მესამე – ეძიეთ დიალოგი საქართველოში არსებულ ყველა პარტიასთან, როგორც ოპოზიციასთან, ასევე მთავრობასთან. დიდი იმედი მაქვს, მალე მივესალმებით ჩვენს ქართველ კოლეგებს ჩვენს წრეში დაბრუნებას, რადგან საქართველო ევროპის ნაწილია და ძალიან გვაკლია“, – განაცხადა მალტე კაუფმანმა.

ECPA's Malte Kaufmann: Georgian government was democratically elected by its people; engage in dialogue

“We must accept that the Georgian government was democratically elected by its people and is therefore legitimate in office. We should engage in dialogue with all parties in Georgia,” stated Malte Kaufmann, a member of the European Conservatives and Patriots & Affiliates (ECPA) group, during the debates on Georgia in the Parliamentary Assembly of the Council of Europe (PACE).

As Kaufmann emphasised, Georgia is an integral part of Europe.

“We are here with a report on the situation in Georgia. The discussion centres on an acute threat to democracy and an erosion of the rule of law.

However, from the perspective of the European Conservatives, Patriots & Affiliates (ECPA) group, we believe the resolution goes too far in several key aspects, and therefore, we must oppose it. The current situation in Georgia is undoubtedly marked by profound political and societal tensions. Yet, particularly in such a context, it is, in our view, more important than ever to seek the path of reconciliation and dialogue.

The Council of Europe, as the principal institution for democracy, the rule of law, and human rights in Europe, has precisely this mandate. It sees itself as a forum where diverse interests, political orientations, and historical backgrounds come together to engage in dialogue and find constructive, peaceful solutions.

Because the Council of Europe stands for human rights and democracy, it is also our duty to call for the release of political prisoners, those detained solely because of their beliefs or critical stance. We demand this from the Georgian government. However, rather than pushing for further exclusions, we should, firstly, advocate for the return of the Georgian delegation to the Council of Europe.

Secondly, we must accept that the Georgian government was democratically elected by its people and is therefore legitimate in office.

And thirdly, we should engage in dialogue with all parties in Georgia, both with the opposition and with the government.

I very much hope that we will soon be able to welcome our Georgian colleagues back into our circle, for Georgia is a part of Europe and is deeply missed,” Malte Kaufmann concluded.
